Need surgery or IVF: You need either a surgical tubal ligation reversal or IVF - In Vitro Fertilization. Surgery can have high tubal patency rates (70% chance at least one tube stays open) but a higher chance of a tubal (ectopic) pregnancy. IVF may get you pregnant faster. The decision is affected by your age, your partner's sperm (get a semen analysis for him even if you have kids together). See a MD who does both.

Tubal infertility: You have 2 options, surgery to reconstruct the tubes or invitro fertilization.

Unlikely: Although no form of contraception is fool-proof, it is quite unlikely to conceive after having your tubes tied. The failure rates range from about 1/300 to 1/500 depending upon the method and time since surgery.

Possible - not commo: It is a possibility due to failure rate (which is related to type of tubal ligation that was done & number of years after surgery).

Surgery or IVF: Once your tubes have been tied you will need to do something to be able to get pregnant. One option is to have surgery to reconnect the tubes. Another option is to use ivf though a recent study showed surgery is as effective and less costly than ivf. Regret after having the tubes tied does happen to some women.
