Surgery: If this is simply cosmetic and there are no underlying medical conditions that need control, then a lower lid blepharoplasty may be indicated. If this is not cosmetic then reconstructive surgery may be indicated. The lower lids are complex and anything from simple to extremely complex or in between may be indicated. This needs evaluation and discussion by an experienced ophthalmologist.
