Depends: If this is a recent problem, then this would be most likely a viral syndrome- a "cold". If this is more long term and chronic, then lymphoid reactivity-bumps on the tongue and throat- would be more likely allergic in origin.

Infection: This sounds like a bacterial or viral infection. Rest and relaxation to recover from this are in order. This may resolve on its own. If this gets worse or is not significantly better in 3 days, seek help from your doctor.
