Itching is a problem: The most common reason for general itching is dry skin, especially in the winter. If the non-red bumps are on the upper outer arms, this could be keratosis pilaris. If generalized itching is persistent or worsening without dry skin, then see your physician for a thorough evaluation as some liver and kidney issues are possibilities.
