Rash: It's really difficult to accurately diagnose are rash without seeing it. How long have you had the bumps? Did they start all at once, or did you start with one and have progressively got more? I recommend a visit to your doctor as they may be able to give you a prescription that will help resolve the problem. Good Luck.
