Yes: If you can feel the artery you can feel the pulse in it. Normal pulse should be 60-100, and its better to be in the low range. Max pulse varies with age, about 220 - your age. See http://www.Cdc.Gov/physicalactivity/everyone/measuring/heartrate.Html for more details.

No not every one: The only pulses you can feel are those in arteries under the skin--wrist, elbow crease, arm pit, neck, groin, behind the knee, and ankle. Normal is 60-90 per minute. Not over 120, maybe less.
