Generally No!: Sinus infection tend to cause frontal headache. Neck pain and stiffness should be looked at carefully in setting of a fever. Any light sensitivity? Should see a doctor emergently!

Yes there can be : Associated muscular symptoms and if the lymph nodes are inflamed they can make the neck feel stiff and painful as well.
