Yes: Term is 37 weeks, one week from now, not likely to be a problem, sounds like you are progressing normally.

Yes: This is totally normal. You may dilate more each week before going into labor, but don't be disappointed if you aren't. This is very common, esp in first pregnancies, where you might stay 1cm even until your due date (or even after).
