Yes: The treatment coordinator is a professionally trained adjunctive member of the dental team. The dentist does the diagnosis, and treatment planning. However, the treatment coordinator sets up the specifics of appointment scheduling, financial arrangements, insurance questions, and so forth.

Treatment Plan: The dentist is the one who is ultimately responsible for all treatment rendered to his\her patients. The dentist is the one to diagnose and establish the treatment plan for each patient. From there, the auxiliary staff can help implement and coordinate the rest of the treatment. If you are not happy with something, you should bring it to the attention of your dentist.
