Anal Sebaceous gland: The bumps are likely harmless but prominent sebaceous glands around the anus from local irritation like harsh soaps, rough toilet paper, recent hard stools or even too loose stools. Other less likely causes are genital warts, which are often itchy and irritated and more raised than the surrounding area. If you suspect VD you should see your primary doctor for an evaluation.
