Could be skin tag: Or a wart. You can try this to see--- soak a piece of gauze or cloth in plain white vinegar. Then lay it on the growth for about 3-5 minutes. If it turns the growth white compared to the surrounding skin, then it's a wart caused by hpv and should be treated, as you can infect other people. Hope that helps.
