No. : It is painful to rubber band external hemorrhoids. Banding also does not solve the skin tag problem. Your best bet would be surgical excision of all three but only if symptomatic as surgery hurts for 7-14 days! good luck.

Partly: Rubber band ligation is for treatment of internal hemorrhoids only. External hemorrhoids and skin tags are too sensitive for rubber banding to be tolerable. These need to be excised if necessary, but may be left alone if not painful.
