Yes: Sciatica just means leg pain. Most patients who have a ruptured disc causing leg pain will complain more about their pain the leg rather than the back. Not all ruptured discs need surgery, however. It depends on the severity of your symptoms, weakness and improvement that you are experiencing.

Yes: Sciatica is pain radiating down the back of the leg caused by pinching of the sciatic nerve by a ruptured disk in the back. It may happen without back pain.
