Usually not: Hives tend to come and go in random areas. There is something called dermatographism which is a hive-like condition that appears when the skin is irritated or stoked. Dermatographism can appear in the same place over and over again if the irritation is repetitive. Treatment includes anti-histamines like Allegra (fexofenadine) 180 mg once daily.
