Itchy Scar: Asuming there is no ongoing rash or irritation, it is possible for some of the skin nerves to become entrapped in a scar and cause itching. It is also possible that you have a hypertrophic scar. Topical treatments and massage can help. Sometimes injecting the area with a steroid can help too, but you would need to get an in person consultaion to find out what is appropriate in your case.

Not entirely: Most scars settle down after about a year. If your scar is hypertrophic or remains irritated, it may still be bothering you. One should have their doctor evaluate this. Steroid injections, laser treatments or revision might be beneficial.
