See doctor: Without much testicular enlargement/pubic hair by age 16 you need to see a pediatric endocrinologist. Gh deficiency could certainly be a possibility, but more commonly we see chronic disease, like celiac sprue, inflammatory bowel disease, poorly controlled diabetes, kidney problems, etc. Also, testicular function needs to be assessed because the problem may be from there, genetic problems, etc.
