No: Blue extremities can mean low oxygen levels but this could occur in lung, heart or vascular diseases. There are also rheumatologic (arthritis) type illnesses that can cause the extremities to appear blue or black. It is best to show your healthcare provider this problem to help determine why it is happening.

Vasoconstriction: Usually due to vasoconstriction, especially when very cold ... But could be due to not enough oxygen in the blood, which could be due to lung problem or possibly a heart problem ...
