No: This is very common and is called amblyopia. Eyes develop based on the ability to see, so if one of your eyes is not allowed to see well as a child it may never develop the connection to the brain that will allow it to see. If you have vision only in one eye, it is very important to see an ophthalmologist if you have not been formally diagnosed as there are many treatable causes of vision loss.

No: Many people see better with one eye. Not sure how you define bad. But all kinds of disease or trauma affects one eye only or first. Thus, we see many patients in the clinic with one poor eye.
