Vascular issues: The most likely diagnosis is probably something called raynauds syndrome. It would be worth seeing your doc to get a diagnosis then he could give your some suggestions on how to take care of your hands in the future.

Not sure: Fingers can turn white for several reasons. Arterial spasm or raynauds can cause fingers to look white or bluish, but this only lasts for a short time. If skin is turning white and flaking off, this could be due to persistent swelling, allergic reaction, or some type of exzema. Get it checked out.
