Need specialist: This is a concerning situation. More concerning is the fact that your puberty signals (which i assume LH and fsh) are in prepubertal range. You may be suffering from a pituitary/hypothalamic problem (hypopituitarism). I urge you to discuss this with a fertility/endocrinology specialist. Eating disorders, low BMI and exposure to cranial radiation can be contributing factors.
