May be helpful: Corticosteroid injections can help reduce inflammation and make joints more comfortable for motion. If the frozen shoulder has an inflammatory component, symptoms may improve with steroid injection.

May need more: If steroids and pt does not help, may ultimately require manipulation of shoulder under anesthesia and/or shoulder arthroscopy to release the capsule follwed by aggressive physical therapy to maintain the motion gained.

Dec inflammation: Frozen shoulder is an inflammation of capsule or the soft tissues around the shoulder. The cortisone injection will help to decrease inflammation which should help to speed the healing process.
