Many possibilities.: If anti-fungal treatment didn't work, it probably is not a fungal infection. There are many other possibilities, including allergy to a cream or condom material, psoriasis, or a superficial infection. Try over-the-counter Hydrocortisone cream - if no response to that either, you'll need to see a dermatologist.
