No, but: There are rehab programs supervised by cardiologists to do stationary biking and treadmill training in a way that improves endurance and not be harmful to the heart. Needless to say, the severity of the condition dictates how much the patient can do.

Supervision : Congestive heart failure has varying degrees of severity and exercise should never be performed if causing symptoms. However everyone regardless of chronic conditions with few exceptions should be physically active. In your case in consultation with your cardiologist and under the supervision of a cardiac rehab program you should be physically active to promote cardiac health and function.
