Yes with training: As an american heart assoc. Cpr/aed instructor, physician instructor for community emergency respnse teams, and a sworn police officer, police are authorized by their depts. To use aeds when trained to do so. Aeds are placed in public areas only when there are trained employees working in the immediate area. Untrained bystanders may not know what to do if pads don't stick, wet environments, etc.
