Stroke volume: Cardiac output is determined by heart rate and volume of blood pumped by heart in each heartbeat (stroke volume). Increased fluid volume increases the stroke volume and therefore cardiac output. Decreased fluid volume decreases the stroke volume and therefore cardiac output.

CO explained: Cardiac output is the amount of blood your heart pumps, measures in liters per minute. If it is decreased it means the heart is unable to pump as strongly as it should. That means the heart can't keep up with the volume returning to it.

You have it reverse: Heart rate x stroke volume = cardiac output and thus if stroke volume decreases, cardiac output decreases or if heart rate decreases cardiac output decreases.
