They don't: Beta blockers do not increase cardiac output. If anything, they reduce cardiac output by reducing heart rate and the strength of contraction (contractility).

They do not per se: In treatment of cardiomyopathy they take strain off the heart so it can heal & regain strength over time and in that way can eventually improve cardiac output = heart rate x stroke volume.
