Based : Based on your description, it is is best evaluated by a dermatologist. It could easily be something completely benign such as a seborrheic keratosis, but best if a dermatologist takes a peek.

Mole: The only way to know a mole is cancerous is to have a skin biopsy. Often a dermatologist can predict whether a mole is more or less likely to be cancerous.
