Yes: Puberty starting before age 8 in girls had been considered "precocious." it has been noticed that a good number of girls, especially of ethnic minority, start at 7 years of age. The mean age for menarche dropped only a few months during the last 30 years, though. It's been postulated that excess adiposity (overweight) enhances the progression of puberty.

Yes: Simply put, yes. The average child is starting puberty at 8-9 now which is easily earlier than previous decades.
