The : The most important thing to do is to continue to flush with lots of water. If the irritation continues, or if your vision is affected, go see a local eye doctor. Most offices will work with you on a payment plan and reduce charges if money is an issue.

When : When you go to the hospital or to eye doctor, they will continue to flush your eye with saline solution. They will often use more than a liter of saline. In an emergency, cold water from the faucet will suffice. I recommend buying saline (contact lens) solution or solutions made for flushing the eye at your local pharmacy. If the burning continues go to your local ophthalmologist, it will be lot cheaper than going to the er.
