Difficult : Difficult to tell without a clinical examination, but it sounds like you might have a contact dermatitis. You probably should see a dermatologist who can definitively diagnose you and provide treatment options would might include topical steroid creams/ointments and moisturizer creams such as cerave or cetaphil cream.
