Difficult : Difficult to tell without a clinical examination, but it sounds like you might have a contact dermatitis. You probably should see a dermatologist who can definitively diagnose you and provide treatment options would might include topical steroid creams/ointments and moisturizer creams such as cerave or cetaphil cream. Sometimes, i even give patients a kenalog (triamcinolone) (steroid) injection to help if the condition is severe. Read more about contact dermatitis at the link below. I hope that helps.
