Hard : Hard to tell without a picture, but it is possibly dermatitis or eczema. Any chance it is a skin allergy? I would recommend you try a gentle hydrating cleanser such as cerave and use a moisturizing cream such as cetaphil or cerave twice daily. If not improved, consider a trip to a dermatologist for evaluation and treatment options. I hope that helps.
