Unclear: A PFO can be detected in patients with migraines more often than in the general population; however, there is not conclusive evidence to show that the presence of the PFO causes migraines or that closure of the PFO will relieve migraines.

Best answer is no: Initially some anecdotal reports suggested that closing a pfo resulted in a decrease in migraine in some patients. However, in a controlled study, no benefit was shown.
