It : It is definitely more difficult to insert the iud on a women who has never had a vaginal delivery. However it can still be done. Many doctors opt to do it when the patient is on her period. The reason being is that the cervix is open during this time and it is much easier to insert. Another reason why doctors recommend against it on someone who has not had kids, is due to the fact that it is long term (mirena (levonorgestrel) lasts for 5 years), and often times women decide to have kids sooner and opt to take it out, which is not very cost effective from an economic standpoint.
