Go : Go to the hospital right away. She could have a deep abscess. You don't play with this kind of stuff. She could have a leg amputation if you sit on this.

Diabetic feet: Yes, it is related. When someone has diabetic neuropathy, they lose the "pain" sensory to notice blisters, sores. Also due to her age and hx of dm, she may have a harder time healing wounds and fighting infection off. See a podiatrist asap before her foot gets worse. Get a plan of action and prevention.

It IS related: She must see a doctor as soon as possible. If she can't get an appointment, she should go the the emergency room. This is a major problem, even though it might not look as though it is. There is probably a deep infection that will have to be treated with surgery. If untreated, it could end up with an amputation.
