This : This could be a few things. Some common explanations include an allergy, are you using any new soaps or shaving creams on or around your vagina? New maxi pads or liners? The dots could also represent petechiae (broken capillaries) from waxing or perhaps shaving. In addition to these things certain std's (sexually transmitted diseases) can cause a rash like the one in question, namely syphilis, however the rash is usually on the hands or feet but can present anywhere. To be sure i think you should visit your doctor for evaluation and treatment if necessary. Good luck.

Depends: If you shave your pubic hair, it's possible that the bumps that look like pimples could be caused from ingrown hairs. Some red bumps can be caused from a sexually transmitted infection (STI) such as herpes or HPV. Red moles are commonly called senile angiomas. They’re usually found on women over 30. Talk to your doctor if you notice any bleeding or changes in appearance. Could be concerning.
