Yes: Any infection that causes a fever of over 100.5 degrees can cause reduction in sperm counts that may take 3 months to improve.

During the illness: Any infection, if it makes the body sick, can temporarily affect male fertility. Once healed, it should not. If meningitis alters the brain's output of reproductive hormones (lh and fsh) then it might affect fertility.
