Dr. John Gore answered

It : It sounds as if you have an area of vitiligo of the glans of your penis. This is a completely benign condition with no concern for being pre-cancerous. I would recommend, however, having it evaluated by your primary care doctor to confirm this diagnosis. Concerning lesions on the penis can be whitish, but they are usually reddish and raised.

Yes: Please see a doctor for a thorough exam. This can be related to non-cancerous reasons as well.

White spot: Please see a urologist and have that spot examined. There are many different things that could cause this, many are not cancer related. Also, a dermatologist could examine and possibly treat this.
