Eczema or ringworm: If it's been there for a "while" (week? Month? Year?), it is likely to be in the eczema category, although it could be a ringworm (fungal infection). There are other, rarer possibilities. A dermatologist will be able to tell you which it is, and prescribe appropriate treatment.
