No: Puffy lower eye lids are caused by many causes including, not enough rest, genetics, medical conditions or drug side affects. Your level of eye sight should not affect this.

No: Puffy or swollen eyes can be caused by fluid retention, stress, allergies, hormone changes, and other factors. Other times we get puffy eyes after sleeping.
