Is there an eye condition that makes you only see black and white?

No: Diseases that affect the optic nerve (the nerve that connects the eye to the brain) can reduce color perception, but never to the point of seeing only black and white. There is a rare congenital disorder, achromatopsia, in which there is no color perception. However people with this are generally blind or nearly so.
