Yes: Certain types of tears are better to fix than others. If the patient is young and if the tear is in the vascular peripheral third zone of the meniscus then the chances of healing are better.

Yes: Depending on the geometric shape of the tear and the quality of the meniscal tissue, a meniscus can be arthroscopically repaired with sutures/stitches.
