No: Congenital heart disease of all types is uncommon and has multiple causes, many of which are not fully understood. The development of the heart is very complex process that is usually complete by the 12th week of pregnancy. Ultimately all defects result from a problem during that developmental process.

Embryology: It is not an evolutionary error per se. Most heart defects are spontaneous, that is, they are not due to a direct genetic defect but due to multiple issues that dysregulate the fetuses development in the womb.
