Yes: Unless someone with sickle cell anemia has had recurrent or serious infections, a lip piercing should be ok. A doctor should be consulted to make certain.

Sickle cell + pierce: Yes. Any signs of infection (redness, pus, swelling, a lot of pain), though, go see your doctor.
