Have it evaluated: By a foot doctor. It could be a plantar fibroma, a ganglion or any other soft tissue lesion. Since, it is painful, i would recommend excision of the lesion. The doctor can decide if the lesion is freely movable or not as if it is not an MRI might be warranted prior to excision.
