No: Heart issues usually refer to left arm with usually chest and referred left arm pain, and rarely tingling. Your right arm issues more likely due to nerve proximally or distally. See your family doctor if persists or gets worse.

Not necessary: There are many reasons why you can have tingling sensation in the arm, must of them are benign things. It is hard for me to tell you if it is a sign of a heart attack without.
