Conjunctivitis: Allergic rhinoconjunctivitis can cause mattering or sticking of eyelashes if enough goop gets produced. An easy fix can be getting onto a prescribed nasal spray to decrease nasal congestion which miraculously helps ocular symptoms due to the anatomy of the sinuses.

Eyelashes & allergy: Rubbing can cause irritation. People with allergies are likely to rub their eyes because they are likely to have itchy eyes. Otherwise I am not aware of any specific problems that occur with eyelash follicles due to allergies. Allergic conjunctivitis, or inflammation of the membranes in the eye, is common in allergic people, but this is not the eyelash.

No affect: Allergies may cause loss of lashes, usually by rubbing of the eyes due to itch. The follicles generally are not affected and the lashes can grow back.
