Yes: Several possibilities, more commonly nystagmus (caused by a neurologic issue, many different causes). A rarer cause would be superior oblique myokymia -- inappropriate firing of the nerve that controls one of the eye muscles. Much more commonly people can have twitching of the eyelids rather than the eyeball.
