Yes, if needed: If for some reason ones composite filling is to high after being placed, it is easy for a dentist or in some states a licensed auxiliary to "lower" that composite filling. Than it can be repolished.

Definitely, yes: If the filling is too high, it is very easy to adjust it by filing down.
