Not Very: It's not very common, but possible. Depending on how long it's been after the break has healed, the snapping could be due to 1) swelling in the tendon lining, 2) swelling in a joint if the fracture and tendon are near the joint, or 3) increased pressure on the tendon because of deformity (misalignment) of the fracture. Usually this gets better as the swelling decreases over time.

No: No this is not a common finding. Depending on where the fracture is located there may be some soft tissue damage associated with the fracture. See your doctor and have it examined.
