Lasting Knee Pain: If you fell 2 weeks ago and are still symptomatic, that suggests a pretty significant injury - particularly the way you are describing it "really bad". Many things could be wrong that would need an evaluation by a doctor and perhaps some imaging. Depending on the nature of the fall it could involve soft tissue, bone, or the joint itself. Tender = pain: Tender typically means painful (to touch). So if your knees don't hurt, they're not tender. You'll know if they hurt! on the other hand, you can have knee pain that isn't tender but just aggravated by walking. In other words, it hurts "inside" but not upon touching. Hope this makes sense!
